The unincorporated communities of Mather and Meadow Valley are located in the town.
Maybe I'm missing something—but how can entire unincorporated communities be contained within a town? Why aren't those communities just referred to by the town's name? Or why isn't the town limited to the areas not including those communities? This seems like a paradox of cartographic terminology. I may also have had too much coffee, and may not have enough of a life going otherwise. If only I knew how to get more of WP's attention so I could be useful on a more meaningful scale, rather than touching up one pathetic little article at a time. (Well, the articles themselves are anything but pathetic; I just hesitate to use that adjective more specifically.) Anyway, here we are.
